DIRECTOR OF POLICY AND PROGRAMMING

 

Reports to:                              Executive Director, Toledo Lucas County Homelessness Board

Employment Classification:    Full time, salary

 

SUMMARY

 

The Toledo Lucas County Homelessness Board (TLCHB) is seeking a Director of Policy and Programming to assist in managing all program areas within the Continuum of Care (CoC) and providing guidance and recommendations on best practices for CoC development.  This critical position will work closely with the Executive Director and serve as a liaison between TLCHB, the CoC and various policy-makers and funders.  This person will actively develop and monitor programs, using research and data collected to direct future prioritization decisions.  The Director of Policy and Programming will inform strategy and build capacity of the TLCHB in accordance with U.S. Department of Housing and Urban Development (HUD), the State and local Continuum of Care (CoC)/Coalition requirements and objectives.

 

SUMMARY

  • Work with Executive Director to develop, enhance, and maintain effective partnerships and collaborative relationships with various community partners, HUD, State of Ohio, and local partners and elected officials.
  • Re-design, develop and lead high quality programming in line with strategies prioritized by CoC.
  • Collect data, feedback, and research information to develop clear program goals and measurable objectives that progress the organization toward becoming a high-performing CoC.
  • Collaborate with CoC partners to track and analyze data, design program/project evaluation metrics and make strategic shifts.
  • Work on behalf of TLCHB to create a seamless Coordinated Entry and prioritization process for chronic and nonchronic individuals, streamlining permanent placement.
  • Make funding recommendations to the Executive Director and CoC grant application review committee as they relate to reduction of homelessness in community.
  • Assist Executive Director and Board of Directors in development of updated strategic plan with the support of the Community Advisory Council members.
  • Coordinate and guide full implementation of No Barriers Housing priority in all CoC programs and partnerships.
  • Research promising strategies and evidenced based practices that guide decision making and new program development.
  • Monitor and support legislative and legal actions at federal, state, county and city level which may impact the CoC.

 

SKILLS AND QUALIFICATIONS

  • Possession of bachelor’s degree required in public administration, business administration, social services, or related field.
  • 3 years relevant professional work experience, including experience and confidence in engaging with high-impact policy, advocacy, and/or elected leaders.
  • Demonstrated success engaging diverse audiences through outreach, messaging, marketing, and fundraising.
  • Highly proficient in Microsoft Office applications.
  • Working knowledge of grants, processes, budgets and basic accounting principles.
  • Ability to analyze and systematically compile technical and statistical information and to prepare reports, correspondence and presentations; comprehend and make inferences from written materials; interpret federal, state, and local government laws and regulations regarding grant contracts and administration; review the work products of others to ensure conformance to standards and guide decision making.
  • Experience supervising individuals.
  • Highly professional demeanor and ability to community effectively and sensitively with funders, community leaders, staff, partners and the public on behalf of TLCHB.
