Housing Problem Solving Coordinator

SUMMARY
The Toledo Lucas County Homelessness Board (TLCHB) is seeking a Housing Problem Solving
Coordinator to work collaboratively within Lucas County’s homelessness crisis response system to
coordinate housing problem solving activities, including crisis resolution or family mediation; strengths-based case management; housing search and placement; landlord mediation; connections to mainstream resources; and processing financial assistance for one-time costs that directly result in a housing connection. This position will work in collaboration with other TLCHB staff and programs within the Continuum of Care to rapidly resolve housing crises through the Housing Problem Solving Program.
HPS is a person-centered, housing focused approach to explore creative, flexible, safe, and cost-effective
solutions to quickly resolve the housing crisis — even if just temporarily — with limited or no financial
support. Households may return to a prior residence, relocate to confirmed safe housing, stay with
friends or family, or secure a new tenancy. This approach begins with a conversation, which can occur at
homeless system access points or other locations where persons at-risk of or who are homeless are
engaged. In some cases, one conversation may be enough to identify solutions that lead to successful
resolution while in other cases, more than one conversation may be necessary.
GENERAL RESPONSIBILITIES
• Display a cooperative, friendly, and helpful attitude with clients, program staff, coordinating
agencies, landlords and co-workers.
• Strengthen relationships and rapport with agency partners and landlords.
• Advocate for clients with prospective landlords.
• Work with Agency and Shelter Case Managers and Street Outreach staff to assist clients to
explore alternative housing options and overcome barriers to housing.
Program-specific duties
• Assist Program Manager in ongoing monitoring of program to evaluate program effectiveness
and manage changes necessary to further develop the program.
• Work collaboratively with 2-1-1 staff, Coordinated Entry Specialists, CoC Navigator, Housing
Navigator and other TLCHB and community organizations to provide referrals and case
coordination for HPS clients.
• Assist Program Manager in promotion of program and related outreach.
• Work collaboratively with the services available and maintain program-related data in the 2-1-1
and HMIS database system.
• Assist with Rapid Resolution efforts on behalf of TLCHB.
• Assist in providing referrals to the program where appropriate as outlined in program
parameters.
• Jointly develop, participate in, and support training associated with program implementation.
• Monitor and submit appropriate documentation for Housing Problem Solving clients.
• Assist Program Manager in training employees engaging in program-related activities to ensure
continuity of programming, including existing Toledo 2-1-1 employees as well as related
employees hired by TLCHB.
• Conduct housing needs assessments with clients experiencing homelessness.
• Other duties as assigned.
Program Training
• Participation in “Housing First” training.
• Participation in Motivational Interviewing, Mental Health First Aid, and Trauma Informed
Care training (if available).
SKILLS AND QUALIFICATIONS
• Possession of Associate or Bachelor’s degree strongly preferred.
• 3+ years relevant professional work experience, including experience and confidence in
engaging with clientele, social service delivery, case management, non-profit work.
• Demonstrated success engaging diverse audiences through outreach and messaging.
• Highly proficient in Microsoft Office applications.
• Working knowledge of grants, grant reporting and outcome tracking.
• Ability to analyze and systematically compile technical and statistical information and to
prepare reports, correspondence and presentations; comprehend and make inferences from
written materials; interpret federal, state, and local government laws and regulations
regarding grant contracts and administration; review the work products of others to ensure
conformance to standards and guide decision making.
• Experience working with a wide variety of individuals.
• Highly professional demeanor and ability to community effectively and sensitively with
funders, community leaders, staff, partners and the public on behalf of TLCHB.
